Almost every house in Bakersfield is stucco, and stucco fails in ways siding does not. Hairline cracking from thermal movement, hollow spots where the scratch coat let go, and chalking on whichever elevation faces the afternoon sun. Painting over any of it buys you a season. The work is filling and patching the cracks, sealing the chalk so the new coat has something to bond to, and only then putting color on.
The afternoon sun here is the whole problem. Bakersfield runs above 100 degrees for weeks at a stretch and the UV load on a south or west elevation is punishing — those two walls will chalk, fade and lose their sheen years before the north side shows anything at all. It is normal, it is not a defect in the paint, and it is the reason a repaint is often only really needed on two sides of a house.
Heat also sets the working day. Most coatings should not go onto a surface much above 90 degrees, and a west-facing stucco wall in July is far hotter than the air. Paint applied onto a hot wall skins over before it can level or bond, which is what causes lap marks and early peeling. In summer that means starting early and following the shade around the house rather than working straight through, which takes longer and is the only way to get a film that lasts.
Winter has the opposite constraint. Tule fog in the valley holds humidity high and temperatures low for days, and paint applied into that cures slowly or not properly at all. Spring and fall are the easy windows here, which is worth knowing when you are planning.
