This is different work from painting a building: the coating is there to stop a substrate corroding or degrading, so the specification and the surface preparation matter far more than the color.

Kern County is oil, agriculture and food processing, and each of those puts a different demand on a coating. A tank exterior in the West Side oilfields is fighting UV and thermal cycling; a tank interior is fighting whatever is in it; a processing plant wants something that will take repeated washdown without lifting. The right answer comes from the substrate, the service condition and what is already on it, which is why the first step is looking at it rather than quoting from a description.

Coating removal is part of the same job and it carries real regulatory weight. Coatings on anything built before 1978 may be lead-based, and abrasive work on concrete and masonry generates respirable crystalline silica. Both are regulated by Cal/OSHA and both change how a job has to be set up, contained and documented. If your building is of that age, say so at the inquiry stage — it is a scoping question, not an obstacle.

Heavy equipment, trailers and machinery are painted the same way: stripped back where the old coating has failed, prepared to bare metal where rust has started, and recoated with a system chosen for what the equipment does and where it sits.
