Sandblasting strips paint, rust, mill scale and failed coatings back to a clean substrate, and it leaves the surface with a profile — a fine, even roughness — that a new coating can grip. On steel that is the single biggest factor in how long the next coat lasts. A coating over rust or over loose old paint is only as good as what is underneath it.

In Kern County that mostly means steel: storage and process tanks, structural steel and pipe racks, oilfield and agricultural equipment, trailers, flatbeds, gates, fencing and metal buildings. Concrete and masonry get blasted too, where an old coating has to come off or a slick surface needs opening up before it is sealed or coated.

Bare steel starts to flash-rust within hours, faster when the air is damp. Blasted steel gets primed promptly rather than left standing, so the profile that was just cut is the one that gets coated.

Not every surface should be blasted. Where there is glass, finished work or a soft substrate nearby, or the item is too delicate for abrasive, the old coating comes off by hand and power-tool methods instead. Which one is right is a scoping question and it is answered by looking at the job.

Abrasive work on concrete and masonry generates respirable crystalline silica, and coatings on anything built before 1978 may contain lead.
